does a judge have power to dismiss a case in the state of new york if the district attorney is taking too long?

Yes. It is called speedy trial, pursuant to Crininal Procedure Law Sec. 30.20 or 30.30. There are limitations. A lawyer can explain them to you depending on your situaution.
