Legal Question in Criminal Law in New York
First, my name is kenny. I ordered a plant in the beginning of June from a company called Growquest located in California. After giving me the run-around and lying to me for 2 months I finally spoke to the owner and he asked if I wanted my money back and I told him yes. 3 weeks have passed and I still didn't receive my money. How long does he legally have to return a refund to me. We're only talking about $40.00.

There is no time limit for the return of money. Assuming it is a legitimate company, all you have is a civil suit which you could bring immediately. However, for forty dollars, you would be wasting your time and money. consider this a lesson which only cost you forty bucks.
