Legal Question in Criminal Law in New York

I was wondering if the police have a reason for an arrest if a person goes to them and makes a report, that another has stolen property, but the person placing the report has no proof showing that that person did it?

It depends on what the witness says he saw. Did he see the perpetrator steal it? did he see him with it? How did he know it was stolen?

After that is established the police should also look for independent evidence that the person involved had committed a crime.

Probable cause is a question you should pose to an attorney giving him all the facts of the case involved. Then he can better answer your question.
