Legal Question in Criminal Law in New York

My boyfriend and I found out he was wanted in Florida while he was arrested in New York. He's in the process of being extradited from up north but they've taken him to over 6 different facilities in 3 different states. Yet he hasn't moved but one state away from N.Y.They say it can take up to 2 weeks for the whole process. Also they made him leave all his things(clothes,underwear,pictures,etc.)in the facility he originally started at.He's not allowed to use the phone because he's not registered in any of the facilities he ends up in. Is this all legal, can they really do that?

yes they can deny phone, yes it can take weeks, yes he leaves his stuff where he is returning to.
