Legal Question in Criminal Law in New York
what is the legality of civilian police patrols in NYC, e.g., Jewish police patrol, Shomrim?

It is not what they are called, but what they do that determines the legality. If they just patrol and report their observations to police there is no problem. The problems arise if they carry unlicensed weapons or try to make unlawful citizens arrests.
