Limitations of Felony Background Checks

What are the limitations employers face when checking for a felony conviction for someone living in Kings County, NY? Specifically: (1) I understand that records are accessible by computer for up to 7 years, after which they are removed. Is this true? If so, does that period start from the date of the offense or when the probation ended (a big difference considering a 5 yr probation)? (2) When a background check is done, is it limited to the county, city or state records? In other words, if a person lived in Kings County at the time of the offense and the offense was committed there as well, if that person moved to another county in NYC--and the employer based the search on the new address-- would the offense appear on the background check? What if he moved to another city? Another state? It's unfortunate NY doesn't allow expungement of records. One mistake can turn out to be, essentially, a life sentence in many ways. The only way for someone not to find out your criminal record is to have an attorney file for an expungement for you.
