Mail issues
Is it legal for a superintendent in a building to instruct the doormen to withhold parcels sent to me via UPS or USPS?
if not, what is the penalty by law and who should i contact in such a case?

You are right, witholding you mail or packages is illegal. You should go to the post office and report them, go to the US postal police and file a report and call UPS and report the act and tell them that you do not want these people authorized to accept or sign for a package. You could also file a law suit against them under certain circumstances. You should consult with an attorney.

Try the US Postal Police. The number should be in the phone book.
