A fun question! The police and District Attorney are equal, but one finishes his work before the other starts. The defense attorney I would rate next. The defense needs a copable representative. The judge can decide a case with a pre-trial ruling (admit/exclude evidence, etc), but the DA/police decide who gets prosecuted for what offenses. That is too powerful for me to express fully.
(This next part is intended as humorous/comedy)
That means bribing both of them (police and DA) is a waste. After the charges are filed. only the DA will give you your money's worth. But before the chrges are filed, the police are likely less expensive and easier to approach.
However, if there is no jury (not a felony or A Misdemeanor), then the judge will preside and decide the case. Paying large amounts of money to his Swiss bank account can be very effective.
The defense attorney can only do a good job. A premium over his normal fee will not produce better results.
