Legal Question in Criminal Law in New York

i manage a apartment in suffolk county new york, today i went in to an apartment for the porpose of inspection as stated in my lease. the tenent has not paid her rent for 4 months and wee are going thru the courts for eviction. while in the apartment i noticed the electric was turnd off byy the elecrtric co. there was a ransid smell coming from the refrigerator. after further inspection there was rotting food in the fridg. and nothing else, no milk bread..nothing but rotting food. i went to turn on the water that also was turnd off. this women lives in there with a 5 yr. old child. is this endangering the welfare of a minor? if so who do i call cps,suffolk county police? this is no way for a child to live.

Child Protective Service is the proper agency but if you feel that the situation is immediately and extremely hazardous to the child, call the police.
