Can my case get dropped and represented to the court with the judge's permission

Without a lot more information, it is impossible to answer your question and relate it to your case, however, generally, a mistrial will not cause a case to be dismissed unless it rises to the level of Double Jeopardy. In that case there has to be some type of misconduct on the part of the other side, and the court must grant the mistrial with prejudice to retrial.
