Neighbor Problems

What is our legal recourse? My elderly parents are being harassed by their neighbors. On one side, the neighbor is verbally abusive - calls my parents names and curses at them - all unprovoked. He waits for them to come home to jump out and yell at them. He watches them constantly.

On the other side, a friend of theirs - who works in law enforcement and who apparrently feels he is above the law - has refused all requests to stop trespassing. They have ruined the lawn and damaged shrubbery. They use their children to purposefully throw balls in the fenced yard and then either trespass to get them (after they have been repeatedly told not to) or ring the bell, bang on the door and look in the windows until someone gets it for them. It is clear its a game to them and their parents either instigate or condone it. The parents have been spoken to politely on several occasions and finally were warned the police will be involved if it doesnt stop.

What is our legal recourse? My parents just want to peacefully enjoy their home.
