What is an open case in criminal court in new york and what can be done about it?

In general, an "open case" means you have criminal charges pending against you. You should consult an experienced criminal defense lawyer immediately and make plans to Answer those charges. Failure to Amswer could result in a warrant being issued and additional charges being filed.

Generally an open case means one that is either on the court calender with a date to appear or in warrant status. For a case that is on the calender look it up on "webcrims" If you cannot find it, go to the court clerk's office where you think it is pending.
