Can a person be charged with endangering the welfare of a child if they are driving with the child on a suspended license?

It does seem like that charge might be possible. Usually a license is suspended because the driver has violated many traffic codes and is therefore considered an unsafe driver. Also it is a violation of law to drive with a suspended license, so all of this could be endangering to the welfare of a minor child.
