Is it legal for a store owner to physically harm a teenager whom he suspects of taking something outside of the store?

You don't give enough facts to say for sure, but the answer is probably NO. The teenager may have a civil suit against the store owner for any injuries suffered. The statute of limitations is generally 1 year but could be more depending on how old the teenager was. Please feel free to contact me if you need an attorney.
