Is it legal to make public someones social security number, date of birth, former names, criminal backgroung, and all personal information? If there is a restraining order, is this considered a violation of the restraining order?

You are asking several questions:

First, is it legal, it is only illegal when someone who has a legal duty to keep such information confidential and fails to do so. Such as a banker, attorney or accountant. Private persons do not have such a duty and therefore it is not criminal but you may be able to bring a civil action for damages due to negligence. You need to talk to an attorney personally to determine if you have any legitimate damages and if you have a case.

Second, on the matter of a restraining order, it would be subject to the conditions or restrictions in the order and how it was written. Then it would be up to the police, district attorney's office and judge.
