Legal Question in Criminal Law in New York

I purchased used vehicle in September2010 from dealer.Dealer failed to send in documentation to DMV for Registration,transference of plates.Nor did I receive receipt as promised inmail with other paperwork.I notified dealer owner via management staff verbally,that I did not recieve Title,Registration from dmv,on three seperate occasions.

On December 14th I showed up at his office wanting an explanation.He took all the information again from me,concerning,insurance,inspection at the orginal time of sale-will get that done that day.On December 16th the plates were run by a tailling behind sheiff.The plates came up as "switched" from my previous car.Person driving that car pulled into a residental driveway of known friend,as entering the driveway officer pulled in behind him,and questioned him about the plates.Ask for driver's license-he did not know it was suspended.Police officer then handcuff him and took him to a town court,where bail was set at a thousand dollars,because it is AUO2nd offense.

Bailed him out 6 hours later.

Next morning dealership mgmnt called:Offered to pay filing fees with DMV ,issue inspection sticker,and take care of tickets handed to driver without seeing car.With the catch he would have to sign my name.I told him no,fax thepapers,let me see what they are.

5 min later: mgmnt called-Owner said forget it -He is not going pay for DMV fees,sign and pick up the paperwork here.And because I did not want to have him sign my name,I needed to transport the car there to be inspected.As a 1993 there is a chance it wouldn't.

10 min-Dealer Mgmnt called said,the paperwork is here,they will go get the car with dealer plate for inspection,and I will be sent to DMV with check.

Agreement made.

After several hours from12:15 to 4:35 being there went to DMV everything in hand-they denied the paperwork because of the dates and couldn't help me because they close in10 mins.Went back to dealership,mgmnt on call conference with dealer owner (I was present) said :She should have gone to Endicott or Sidney DMV Binghamton looks for mistakes.She can go to Endicott in morning or have to wait till Monday.

Varibles:Mgmnt stating my fault,numerous times.

I'm broke from bailing out,I have no transportation,will have missed 10 hrs of work,because of this.

I will tell you what you already know. Something is shady. Document everything, use emails so information is in writing. Follow up with a letter. Perhaps, have a lawyer make a courtesy call or look into it.
