reckless endangerment

How is a person charged with reckless endangerment,who decides that a person should be charged, must the person be charged in person, if in a hunting accident the department of conservation found no wrong doing and the state police found that a person was within leagal hunting limits, what other evidence is needed? A hunter shot at a deer, it(the bullet) bounced off a tree , sent it in the other direction and injured a woman who was a very long distance away and could not be seen in the dense tree area.

Whether or not to charge a crime such as reckless endangerment

lies in the discetion of the police and the district attorney

for the county where the incident occurred. It's possible that the charge
