reduce/expunge felony conviction

I have a NY Felony DWI (1989) and would like to petition the court to reduce or expunge the felony. Could you point me in the right direction? What forms? What is this request called?

I agree with the previous advice. The relief you sek is not available, and pursuing such a relief is generally going to be a waste of time and money.

The relief you are seeking, I am sorry to say, is non existant in New York State. New York does not have any way to expunge a record except to take the matter to trial and be aquited. As for getting the matter reduced, the only way would be to have the case opened, if you could get the court to grant the request, by writ of corum nobis and then re-plea or try the case. In the atmosphere that exists today on DWI, I think the chances of getting this relief would be slim to none.
