Re-opening case

A good friend of mine was sentenced was sentenced to 10yrs in prison for armed robbery-this is his 2nd felony. HE was orig. offered 7-10, but the judge gave him a 10 year flat bid instead-so far he's done 4.5 yrs.I have known him my whole life, and can honestly say he HAS changed COMPLETELY! Is there anyway he can ask to have his case reopened and reviewed again? He already was denied his appeal when he was 1st convicted. Please help!

Appeals are not based on whether a individual has changed or not, the appeal may be granted only if there was an error that affected the outcome of the trial, during the original trial. If this is the case, then you may seek an appeal... If you have not waived yoru right to appeal alredy that is. Furthermore, an appeal will be quite costly, and this may be prohibitive.
