rights

do the police read you your rights if you are not under arrest or do they read your rights as a precaussion and can they tell you that they are not going to arrest you and after you cooperate can they still arrest you after they told you that

The PO generally read you your rights if they plan to immediately arrest you or if they may possibly arrest you in the future. Never volunteer information to a law enforcement agent unless you have an attorney present.Doing so can lead to future consequences,usually not good.

No, the police don't always read you your rights when under arrest; only if they intend to use your own statement/confession.

Yes, they can tell you you won't be arrested and then arrest you anyway after you give a statement.
