rules of pro hac vice
i need to know the rules and or processes governing a licensed attorney who practices criminal law in pennsylvania opening an office in new york with out being licensed in new york.

Opening an office is not the same as handling a single case. the attorney may be required to be admitted to the NY Bar. On the other hand, you may be referring to a Federal practice, which may be different. Your friend will know how to proceed. It is covered in detail by the PA bar association.
