if i was to meeta gurl and she told me she was 16 and she looked that age but later on i find out she 12 but me and the gurl neva had sexual intercourse can i get charge with satutory rape if her parents wanted to

If I understand your statement correctly, you met a girl who claimed she was 16 but she is much younger and you never had sexual relations with her then you should not be able to be charged with statutory rape, but you can be charged with other offences including endangering the welfare of a child. It will also depend on how old you are as to what you can be charged with or if you can be charged at all.
