Legal Question in Criminal Law in New York

I was sentence to 2 years in prison for my crime originally. Now if i would have completed the shock program i would have did a year with a year of parole. I didn't complete it and did my 2 years. When i came home they told me i had parole. At the time i thought nothing of it, because i was free. I completed parole but never received a discharge paper or documents saying i completed it. Fast forward 4 years, and i need papers saying i completed it for my city job. When i called the office they told me to call upstate Albany, when i did they told me i was not in the system and that i was never in the system. That i didn't have parole. My question is can i sue for them making me do a year on parole that i didn't have to do
