Legal Question in Criminal Law in New York

sex offender

individual was tried two years ago he was eighteen and the female was fourteen, now he has a sexual misconduct class a misdermeaner charge on his perminent record for a one time mistake- is there any legal means to have this charge removed? He has to register as a sex offender every year and has limited areas in which he can live due to this charge, at eighteen he really didn't fight hard to have the charges dropped and the state took over the case even when the parents dropped the charged- he being an adolescent (and a child mentally himself was unaware of the future burdens this charge would later create) he has language barriers, educational barriers and does not have transportation or employment to move out of state away from this charge and his only family is here. My question is what can be done if anything to have this charge appealed or removed- it's not a case of rape or child molester.
