shoplifting
I was caught shoplifting from Urban Outfitters.I was arrested for the crime and spent a night in jail.In court I was told I could do 3 days of community service and I would not have to pay any fines.A month later I received a letter from Urban Outfitters stating I need to pay $500 in order to release the civil penalty claim.I don't understand why the fine is for $500 what I took was worth $150 and I did not damage any of the merchandise. Do I really have to pay $500?

The law allows a retailer to collect a penalty from shoplifters. It is a civil remedy in addition to any criminal remedy allowed by law.
However, there are numerous defenses that you have, and when properly asserted none of my clients ever pays those ridiculous penalties.

I would have to read the letter to be sure, but it sounds like Urban Outfitters is telling you that for $500 they will promise not to bring a civil suit against you.
This is not a fine because it is not imposed by the gov't for a violation of a law. This is moreso Urban Outfitters saying that for $500 they will go away and leave you alone.
