SOL to commence prosecution

If someone has committed a ''class D'' felony, what is the statute of limitations for the police to arrest someone who has lived continuously in the state both before and after the (alleged) commission of the crime?

It is generally 5 years for the action to be commenced, with few limited exceptions.
