statute of limitations statutory rape?

39 yr old man meets 18 yr old woman & intercourse occurs over 6 years ago. she admits to him later (after she is 17) she was only 16 first several months of relationship. tells him her parents would have had him arrested, but she agreed to stop seeing him. after age of consent they continue on and off for over 6 years due to her threats to turn him in for statutory rape. he wants out, but is afraid because her law student relative keeps telling him that statute of limitations is 10 years and she will press charges if he leaves her. can she file charges after all this time? can her parents? she is now 23 years old and implies he can still go to jail each time he tries to end the relationship. isn't what she's doing just blackmail?
