If I go into a store and buy somethings and pay for them, but the cashier doesn't check one of items which is $60, its it still considered shoplifting/stealing?

It depends on whether you concealed or attempted to conceal the item that the cashier didn't charge you for. For example, if you hide a DVD in the crack of the shopping cart at Target and the cashier fails to notice it, then that would be considered shoplifting.
In New York State, shoplifting is more commonly called Petit Larceny. If you were arrested or issued a pink summons or desk appearance ticket for shoplifting, you should check http://www.petit-larceny.com for more information.
