There is no blanket rule I am aware of. It aslo depends on the type of felony. Some juridisctions require certain felons to register in every locality they stay even overnight in. You need to check the police station where you want to go. Better safe than sorry. I am not aware of any international limitations, but Im sure the passport office will tell you. You are better off doing it the right way, than being pulled over and ruining a vacation etc. I assume witht his question there is no supervision like parole which changes the issue entirely.
