Urinating
What would the consequences be if a
drunk person was caught, on camera
urinating in a bank atm vestibule?

If, by "caught", you mean this person was issued a summons or desk appearance ticket (DAT) to appear in criminal court, then the consequences depend on the specific citation indicated on the summons or DAT. If the person was arrested and booked, the consequences could be more severe.
