For youthful and juvenile offender history, is a letter of good conduct needed?

Your question is not complete, I don't believe. Is the letter needed for what? If you are now an adult your record as a juvenile should be sealed. A letter of good conduct is a good thing, but I'm not sure what purpose you want it for.
