Donations in the workplace

I work in Monroe County, in New York state. Where I work, we have a dress code. Sometimes we have ''jeans days''. Often they are associated with charities, which received the donated monies (typically $2). The issue that I have is that they make it mandatory, or you must not be able to wear jeans. Further, they threaten to send you home (to redress) if you don't come up with the ''donation''. They send emails prior stating that it is ''business casual for those not participating in the jeans day''. We are hourly, so this threatens our income. I find this process offensive, and would like to know about it's legality. Thank you for your time.

This is an unusual problem that with a few other questions:

1. If you work for a governmental entity then forced donations are prohibited.

2. Is this a company-wide policy? How may persons are employed by the company?

3. Is there a written dress code? What are the repercussions if you were to wear standard business dress everyday?

4. Is there a CEO or President that you can file a complaint (or HR manager)?

5. What are the repercussions if you refuse to make a charitable donation?
