Legal Question in Discrimination Law in New York

i have a friend that is 16 yrs old but turns 17 in july she has a 20 year old boyfriend.he turns 21 in april.shes been with him for a year & 5 months she told her mother like 10 months into the relationship.her mother accepted the relationship...until now that she feels her daugter has changed he character...her mother now tells her that shes going to lock her boyfriend up if she doesnt leave him also because shes under age but she feels that she can not do that if she accepted the relationship fromthe beginning...

please tell me is she right or wrong & what should my friend do?
