Harassment in the work place - hostil environment
What constitutes a hostile environment in the work place created by a supervisor, or administrator?

That is a pretty broad question. However, a few examples would be the obvious one where the supervisor brings gifts and rewards an employee who is having a sexual relationship with him, or where he continually makes unwanted sexual advances or brings unwanted attention to an employee to force sex.
Another type of example might be where he allows pictures of a sexual nature to be hung, or where he allows jokes at the expense of someone's race, sexual orientation, creed, religion or sex. Failure to punish a wrongdoer (or worse rewarding one) can cause a hostile work environment.
