Can someone who is 21 legally date someone who is 16?

Age 16 is still a minor, and sexual relations would be a crime.

Date? Yes, have sexual relations of any kind including oral or digital sex or masterbation? Absolutely not. A 21 year old can't even send a 16 year old "obscene letters or e-mails."
