Sexual Discrimination in the work place

I work for county government within the civil service arena. I am also a CSEA union member.

I worked as a computer tech. A position opened up for computer programmer. The 2 previous MEN who held the position were titled "Computer Applications Programmer/Analyst". My title does not say Analyst, though I am doing the same work. It is a difference of a salary grade so I make less money. How should I procede? I have held this position for 11 months and I want a title change and the back pay differential.
