ok I've been going to court for abt 5 months on a dwi case.vehicle parked and pass idt.Dmv dismissed

suspending my license due failure to prove operation.every time go to court the officer is RDO and doesn't appear . can i file a 30/30 motion im on ROR no bail or just fight it out.
