Legal Question in DUI Law in New York

DWI/CDLSuspension

Prior DWI conv. 12 yrs. ago. Arrested for DWI in 2002; have CDL. If I plead to this, will I lose CDL for Life or one year as per the new Federal CMV law of 1/03, Sect. 383? Will this apply to reg. license or only CDL? Am I obligated to plead to new Fed. CMV law? I also believe breath test administered improperly. Tested at .15; half hour later another ofcr. took alco-sensor who said it was .1 - Internal Affairs won't investigate. Have tried every avenue to obtain a copy of the Datemaster manual(s). Any help as to where to look next?
