Can Rehab Facility Hold Me Hostage?
Completely off probation and any obligation to NYS, I go to apply for my license. I am told I need to get a ''449 Form'' from the rehab center indicating that I completed the 1-yr program befor I can reapply for my license. I come to find out that I owe the rehab $900 and they will not furnish a 449 form until I pay. Is this legal?
I understand the concept of ''getting what you pay for'' and considering I have not paid the money (hard to work when you are on probation and in rehab), but I am hoping this is not a viable way for them to act because I am stuck in a Catch 22 where I am hemmoraging money because of cabs and trains to the point where I am incapable (despite my earnings) to generate that money, but if I had a license, I could easily get 2nd job and/or return to my sales career.
