what legal action can be taken to the parent when they are at work and there is a teen party that is noise wakes neibors and the teens are drinking and the police are called and arrest party goers parents had no knowledge of party

Be very careful: legally, if tyhe parent knew the kids were at home without supervision and have a 'history' of disorderly behavior, then the parents can be prosecuted.
