Going back to college
Is it legal for a college to withhold my transcript from me because I owe them money?

Yes they have a right to lien the transcript. You might want to try negotiating the situation with them or get a lawyer to do it for you. It might help to get a lawyer who went to that school. They might want to negotiate with him because they know who he is. He may also have some connections there and be able to help you cut through some of the red tape.
