Legal Question in Education Law in New York

Business Institute, Upstate NY

Need to know if it is also illegal for a tech school to use students ss#s to get money from the state. when they cannot read or write the english language. All text at this school is in english. All financial Aid forms are in english only. 137 students have filed complaints. Need help!!

This could be a fraud, and can spawn numerous lawsuits.
