Child Protective Services fails to protect the children

Child Protective Services has been involved with my family for over 12yrs.All charges were of my mother abusing us(the children).My father is a probation officer and he left because he knew she was insane.When CPS first came to the house we denied that there was abuse,school socialworkers have also been involved.For 12yrs charges got dropped because my grandmother hired attorneys and my mother had the backing of VIBES(abused women).MY mother has stabbed me in the head and I received 14 stitches.There is countless hospital situations and CPS reports.Now after all the years of abuse my mother lost the children.Can CPS be sued?
