Legal Question in Education Law in New York

Can They Do ...well read it..

Ok, Plain and simple... i was in 8th grade, i failed... plain and simple....they ''passed'' me onto 9th grade for a matter of 2weeks or so... they made a mustake called up/sent a letter saying sorry and put me back in 8th grade... is that legal?
