Textbooks on Cd/Tape
Was there a law passed that would require all textbooks to be available on audio format so all legally blind students can have equal access?

Not a federal act. The ADA or American's with Disability Act mandates that handicap people be given equal access to public accomadation. It does not have to be a "book on tape." Braille would be another way to accomadate the need, for example.
