Legal Question in Education Law in New York
Tuition payment obligations
I am in my last semester of college. Before the semester began, I was told that I would have to pay $710 in out of pocket expenses in order to receive my diploma. I set up a payment plan and signed a promissary note. However, when I revisited my college financial aid center, they told me that I actually owe $1400 because of previous semesters. The normal policy is that a student has to sign a promissary note if/when they have to pay out of pocket. Because of the fact that I was not informed, and I didn't sign anything saying that I would pay that amount, can they legally hold my diploma until I pay?

Even if they can't, they will.
Do you owe the money?
