University unresponsive to license verification request

I am a licensed RN in the state of PA and filing for a license in NY State for a new job. Part of the filing process is a one page document that my university is to fill out and seal. I have sent a copy of this form, with my signature to my university over six weeks ago. I inquired with the nursing department four weeks later they had no records of my form. At this point I was two weeks away from starting my new job; however, I can�t start until I have my license. I re-sent the form to the nursing office and again it was not sent to the state board, at this point the nursing department became unresponsive to my calls. I then notified the Dean of Students and they began to pursue this issue. I sent a third copy of my form to the school�s registrar. The nursing department then became uncooperative with the Dean. I have four days to start my new job. The nursing department claims that they have sent the form via FedEx overnight delivery; however, there is no record of the package. I will be starting my job on Monday, however it will be without pay. If I don�t receive my license by the following week, I may lose my job. Do I have a case to sue the University for Lost Wages or other?

No I really don't think so, not on these facts. The University has not been the proximate cause of any damages and you really don't seem to know exactly what's going on either.

You need to make a personal visit and get an answer to why the problem has been happening, then worry about a lawsuit.
