I had 3 phone conversations with an attorney regarding a matter concerning my father (I have Power of Attorney). I have decided not to pursue the matter. Can they bill me for those phone conversations even though we did not meet in person?

Attorneys bill for their time. It is irrelevant if they meet you in person or spend that time on the phone.
