if there are two children in the family and one pass away, and parents are being neglected. and both parents are not well. who other than the reaming child has authority to help?

And help how?
Please tell us what the problem is. Be more specific; give more facts as to exactly what's going on. Is this your mom and dad you're talking about? How are they being neglected? By whom? Are you their power of attorney and health care proxy?
