can a brother with poa keep his siblings from visiting our mother with dementis in a nursing home

No. However, sometimes the nursing homes like to overstep their bounds and they will allow someone to exclude siblings. If that's the case, you can either get counsel to intervene with the NH or commence a guardianship proceeding.
